Updated Free Trade Agreement (FTA) Tariff Tool Includes TPP Markets

The U.S. Commerce Department’s International Trade Administration has updated its Free Trade Agreement Tariff Tool (FTA Tariff Tool) to include the latest information on tariffs on U.S. products exported to Trans-Pacific Partnership (TPP) markets. When enforced, the TPP will eliminate more than 18,000 foreign import taxes that various countries place on Made-In-America exports.

FTA Tariff Tool users can see how TPP and other FTA partner tariffs on individual products – searchable by keyword or tariff code – are treated under an agreement. Additionally, U.S. importers and exporters can see the current tariff and future tariffs applied to their products, as well as the year in which those products become duty free. It also incorporates agricultural and non-agricultural goods and includes product specific rules of origin information.

The updated website also contains an instructional video, quick start guide, and user’s manual.

Korea-U.S. Free Trade Agreement marks fourth year with record breaking trade volume

Despite a fifth consecutive year of subdued global growth and a falling global gross domestic product, combined U.S. goods and services exports to Korea were up 1.2 percent between 2014 and 2015. The fourth year of the KORUS FTA was record breaking with trade volume between Korea and the United States reaching an all-time high of $115.3 billion in 2015. University City Keystone Innovation Zone Expands to Old City, N3rd Street Startup Community

On Wednesday (March 23) Mayor Jim Kenney and the Philadelphia Department of Commerce, alongside The University City Keystone Innovation Zone (UC KIZ), announced that the UC KIZ has received approval from the Pennsylvania Department of Community and Economic Development (DCED) to expand its existing boundaries to include the growing tech community in Old City, including the area along N. 3rd Street, known as “N3rd Street.

As a result of the expansion, a new swath of companies in Philadelphia’s growing innovation ecosystem will be able to access up to $100,000 annually in sellable tax credits. The DCED could award as much as $1.2 million in tax credits to newly eligible companies within the expanded zone in 2017. Many KIZ Tax Credit awardees invest those funds in new employees, while others purchase equipment to further develop and commercialize products and technologies.

​“We need to nurture the talent pipeline that exists in Pennsylvania from higher education to business ownership by providing as many opportunities as possible to support their efforts,” said Department of Community and Economic Development Secretary Dennis Davin. “We are thrilled with the success of the KIZ program and are extremely excited with the increased opportunities available in Philadelphia through the expansion of the UC KIZ.”

Pennsylvania’s Keystone Innovation Zone Tax Credit is a fundamental component of the KIZ program. Up to $25 million in credits are available each year to eligible companies. Companies without tax liabilities can sell their tax credits themselves or secure a third-party, independent broker to sell the credits on their behalf.

U.S. Launches Digital Attache Program to Address e-Commerce Barriers and Growth

The U.S. Department of Commerce, through the Commercial Service arm of the International Trade Administration, has launched a new initiative that establishes an expert network of “digital attaches” in six to eight key markets, including ASEAN, Brazil, China, Japan, India, and the European Union. This initiative will enhance efforts to advance commercial diplomacy, drive policy advocacy on technology issues, ensure linkages between trade policy and trade promotion efforts, and provide front-line assistance for U.S. small and medium enterprises to take advantage of the robust e-commerce channels.

The Digital Attache program is part of the Department of Commerce’s comprehensive effort under Secretary’s Pritzker to address 21st century trade barriers and help the digital economy thrive. In 2014 the United States exported roughly $400 billion in digitally-deliverable services, accounting for more than half of U.S. services exports and about one-sixth of all U.S. goods and services exports.

“America’s economic growth and competitiveness depend on our capacity to embrace digitization in the economy,” said Secretary Pritzker.

Digital trade officers’ responsibilities will include: assisting U.S. companies increase exports through global E-commerce channels, accessing the global online marketplace, and navigating digital policy and regulatory issues in foreign market. Training for attaches will be coordinated through ITA, with assistance from agencies and bureaus across the Commerce Department.

Commerce and Treasury Announce New Wave of Amendments to the Cuba Sanctions Regulations

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) and the Department of Commerce’s Bureau of Industry and Security (BIS) announced significant amendments to the Cuban Assets Control Regulations (CACR) and Export Administration Regulations (EAR) earlier this week.  These changes, coupled with the arrangement recently announced by the Departments of State and Transportation allowing scheduled air service between the United States and Cuba, will significantly increase the ability of U.S.  citizens to travel to Cuba to directly engage with the Cuban people.  Additionally, these regulations expand Cuba and Cuban nationals’ access to U.S. financial institutions and the U.S. dollar from Cuba, and will expand the ability for Cubans legally present in the United States to earn stipends and salaries beyond living expenses.  These amendments further the new direction toward Cuba that President Obama laid out in December 2014.  The changes are outlined below and will take effect on March 16, 2016, when the regulations are published in the Federal Register. 

“Today’s amendments build upon President Obama’s historic actions to improve our country's relationship with Cuba and its people. These steps not only expand opportunities for economic engagement between the Cuban people and the American business community, but will also improve the lives of millions of Cuba’s citizens,” said U.S. Commerce Secretary Penny Pritzker.
“Today’s steps build on the actions of the last 15 months as we continue to break down economic barriers, empower the Cuban people and advance their financial freedoms, and chart a new course in U.S.-Cuba relations.  Since December 2014, the Treasury Department and our partners across the Administration have progressively reshaped our regulations in order to empower the Cuban people and enable economic advancements for Cubans and Americans,” said Treasury Secretary Jacob J. Lew.  “Today we are building on this progress by facilitating travel for additional Americans looking to engage with Cubans; allowing Cuban citizens to earn a salary in the United States; and expanding access to the U.S. financial system as well as trade and commercial opportunities.”

Arab Health 2016 Pennsylvania delegation features 6 companies, 4 are WTCGP Members

Six Pennsylvania companies exhibited at the Arab Health 2016 Pennsylvania Pavilion, 4 of which are World Trade Center of Greater Philadelphia members: NovaProbe, Inc., Penn Global Medicine, UE LifeSciences, Inc., and Veritas Medical Solutions. The 2016 exhibition showcased more than 4,000 companies exhibiting their latest innovations to more than 130,000 healthcare professionals attending from more than 150 countries.

Pennsylvania welcomed six companies in its sold-out booth during the Arab Health 2016 show, held in Dubai, United Arab Emirates (UAE), January 25-29, 2016. Exhibiting with Pennsylvania’s Office of International Business Development (OIBD) enables small to medium-sized companies to make an impact at this prominent trade show without the high cost. The show attracted nearly 4,000 exhibitors from 70 countries and 90,000 visitors from 150 countries (60 percent from Gulf Coast countries), which makes Arab Health by far the largest health care exhibition in the Middle East and Asia, and the second-largest in the world.
Arab Health 2016 is the business destination of choice for the Middle East Market, with a medical market estimated to be close to $80 billion per year, and it is also one of the fastest growing regions, with an estimated annual growth of more than six percent. 
 
Pennsylvania’s Authorized Trade Representatives in the UAE and Israel set 33 pre-screened business-to-business appointments for the Pennsylvania companies who requested the service.

PHILADELPHIA, Pa - On Thursday, March 3, 2016, the World Trade Center of Greater Philadelphia and Drexel University’s LeBow College of Business co-hosted the 13th Annual Global Business Conference (GBC). This year’s standing-room-only event – attended by more than 200 executives, government officials, academic leaders and others - focused on “A Changing World Market: Challenges and Opportunities.”
 
The conference featured an interview-style keynote with Governor Jon Huntsman, former U.S. Ambassador to China and Singapore and former U.S. Trade Ambassador, in conversation with Gillian Tett, U.S. Managing Editor of the Financial Times, in which Governor Huntsman shared his experience-based views on global markets and how he predicts the Chinese economy will affect markets worldwide.
